
1. RELEVANCE: The proposal should make clear connections to Native Hawaiian well-being and offer critical insight to researchers and the wider community. "AMPLE RELEVANCE" refers to proposals addressing a timely topic of interest to a broad audience.

2. TECHNICAL QUALITY: The proposal should be organized, well-written, and make use of appropriate sources of information. "AMPLE QUALITY" refers to proposals with the likelihood of publication in a peer reviewed journal.

3. SUBSTANCE: The proposal should include a presentation of empirical data as well as a description of methodology, analysis, and findings. "AMPLE SUBSTANCE" refers to proposals containing multiple data sources and/or a triangulation of techniques. "AMPLE" proposals would also include a discussion of implications.

4. INNOVATION: The proposal should bring to light new research questions, perspectives, and strategies. "AMPLE INNOVATION" refers to proposals promoting the cultivation of new skills or knowledge in indigenous research.
